Out-Processing Section :: Fort Liberty – United States Army

Our mission is to provide quality customer service to Soldiers departing Fort Liberty to PCS for reassignment or Transition (ETS, Retirement, or other separations) from the Army.

Effective 1 July 2024, Soldiers will submit for Out-processing packets through their Unit S-1. For documents necessary see the list below.

All S-1s must be on our distribution list.  

Ft Liberty Out-Processing will provide the unit S-1 with the installation clearance papers.  You will find the out-processing briefing on this web site. 

Effective 15 May 2024 the Ft Liberty Out-Processing Office will be closed every Wednesday from 1300-1700.

FOR ALL, required documents to receive clearance papers are:

PCS:  Out-processing Appointment Form, DA 7415, Orders and any amendments, IPPS-A absence request form Note:  For questions about entitlements see Finance, SSC, 1st Floor, Wing J.  For OCONUS passport question please contact the Installation Passport Office at 432-8149 or 396-9545 or come to the SSC, 2nd Floor, Wing D Room 272.

Soldiers going TDY, en-route, will need the DD Form 1610 (Request for Authorization for TDY), as well as an approved absence request for travel to the TDY.  Upon completion of the TDY, a second approved absence request will be necessary to continue to the next duty station.

Retirements Only:  Out-processing Appointment Form, Retirement Orders, and amendments, if applicable (Permissive TDY and Terminal absence request form)

ETS Only:  Out-processing Appointment Form, ETS Orders and amendments, if applicable (Terminal leave Absence request form)

Chapters (Administrative Separations):  Will be scheduled in person, in SSC, 2nd Floor, Wing D, Room 261.  Required document will be the Chapter Out-Processing Request Form received at the Ft Liberty Transition Office located in SSC, 2nd Floor Wing B.

 As a reminder members that are separating from the military, ETS, Retiring, Chapters, will need to update the DD93/SGLI within 120 days of separation date and have a final physical.

What can you do prior to picking up clearing papers?

CENTRAL ISSUE FACILITY – To schedule appointments please call 910-396-7039/7045 or 910-907-1866. Or you can email to [email protected] or come in person to the CIF location.  You need approved orders and absence request form from (IPPS-A).

TRANSPORTATION – SSC, Ground Fl, Mott Lake Media Rm, Briefings are as follows:  OCONUS: Tues & Thurs – 1000; CONUS:  Mon & Wed – 1430; PPM/DITY:  Mon, Wed, Fri – 1030; All Separation – Mon, Wed, Fri – 0900. NOTE: This action can be completed 90 days prior to your departure, and you must have orders.

POST FAMILY HOUSING – If applicable, go to your Housing Management Office to Schedule the Clearance Appointment.

SFL TAP PROGRAM – (Separations Only) Complete all requirements and have your DD Form 2648 (Service Member Pre-Separation/Transition  Counseling and Career Readiness Standards eForm For Service Members Separating, Retiring, Released from Active Duty (REFRAD).

ALL SEPARATIONS – DD 214 Review – Transition Center, SSC, 2nd Floor, Wing B

 * Required documents to obtain your Pre-Clearance or Final Clearance Stamp:

 (YOU MUST HAVE ALL BELOW DOCUMENTS THAT PERTAIN TO YOUR TYPE OF DEPARTURE.)

PCS CONUS (Stateside):  #1 thru #4.a. – PCS OCONUS (OVERSEAS):  #1 thru #5.  –  Separations:  #1 thru #4 & #6.

 1.  ALL – Completed (original) Installation Clearance Record (DA Form 137-2, dated June 2010); include packet cover sheet titled “Out-Processing Request Form.”

 2. ALL – Approved Absence Request Form (IPPS-A).

 3. ALL – Orders & any amendments.

 4. ALL – Completed (original) DA Form 137-1 (Unit Clearance Record).  Document is provided by Unit S1.  All Blocks must be completed, including Blocks 18 and 19.   

 5. PCSing OCONUS (Outside Continental United States/Overseas) – completed Anti-Terrorism Awareness Level I Training within 6-months of orders report date & all accompanying dependents 14 – years of age or older must complete prior to arrival at OCONUS location (https://jkodirect.jten.mil) Including Alaska & Hawaii.  For non CAC card holders http://jko/jten.mil/courses/atl1/launch.html.

 6. Separating Soldiers – Completed DD Form 2648 (Pre-Separation Counseling Checklist for Active Component Service Members) provided by SFL-TAP. 

 Drill Sergeants and Recruiters have priority and only need their Out-processing appointment form and tentative leave dates. Note ( Orders will be processed at Reassignment Section 2nd floor D-wing upon completion of school with the proper documents, 1059 (No Draft), Graduation Certificate and SQI Orders), NOTE:  Recruiters will need the RFO.   Enlisted Email Mailbox: [email protected]

 Out-Processing (OP) Overview

1.  The pre-clearance and final clearance stamp will be issued from 0900-1130 and 1300-1600 at Window 3 (Soldier Support Center, 1st floor, across from the ID Card Facility).

2.  In accordance with AR 670-1 and Ft Liberty Reg 600-8-101,  all personnel will wear the Operational Camouflage Pattern Uniform (OCP) or Army Dress Uniform while out-processing to include scheduling the appointment.

3.  The DA Form 137-2 (Installation Clearing Record) list those agencies specific to each Soldier’s clearance requirement. Upon receipt of the DA Form 137-2. 
 
4.  There are six (6) primary steps to out-process the Fort Liberty Installation. Soldiers can’t proceed to the next step until the previous step is accomplished.
 
     STEP 1: You must have orders in your possession.  Soldiers on assignment to Drill Sergeant or Recruiting Duty can schedule their appointments without orders by following the above instructions.  All Chapters will be processed daily from 1300 – 1530.  Please note, every Wednesday we are closed for training.   Read your orders as they contain valuable information that addresses your clearance process.
     
     STEP 2:  Soldiers needing to clear “must” schedule an out-processing appointment (DA Form 137-2 pick-up) following all the instruction listed above.  NOTE:  Appointments will be scheduled based upon each individual’s out-processing needs.  

    STEP 3:  Your clearing will be provided by the Unit S-1.  The briefing can be found on this site.  The DA Form 137-2 found on the DOD Publications web site is not authorized for use on Ft Liberty.  Your document is personalized and will show facilities that have already cleared their station.  Soldiers will only be required to clear  agencies in column 13 that are not already pre-cleared).
     
      STEP 4:
 
     a. Clear all specified Activities/Agencies/Places.  The Installation Clearing Papers (DA Form 137-2) are valid for 30 days ONLY.  You must report to Out-Processing Section immediately if you cannot clear in the allotted time.
 
     b. During your out-processing, you will receive several documents, signatures, and stamps that must be verified, validated, or copied before receiving a final installation clearance stamp from the out-processing section.
 
     STEP 5: All Soldiers must report to window 3, across from the ID card section, Monday – Friday, from 0900 – 1130 and 1300 – 1600 hrs in order to receive the clearance stamps.

     STEP 6:
 
     a. Upon receipt of stamp, Soldiers PCSing, must report and sign out of their unit.
 
     b. All Separating Soldiers must report to the Transition Center to obtain their DD Form 214, then report and sign out of unit.  For those retiring upon report the DD Form 214, you will report to finance.  Upon completion of finance processing you will then sign out with their unit.
 
5.  All Soldiers on reassignment instructions must hand-carry the following documents to their next duty station:
 
     a. CONUS:  Up-to-date SGLV Form 8286 (Service Member Group Life Insurance Election and Certificates), DD Form 93 (Record of Emergency Data), and PERSTEMPO.
 
     b. OCONUS:  Up-to-date SGLV Form 8286 (Service Member Group Life Insurance Election and Certificates), DD Form 93 (Record of Emergency Data), and PERSTEMPO.
 
     c. OCONUS NON NATO ASSIGNMENT:  Up-to-date SGLV Form 8286, DD Form 93, PERSTEMPO, and Anti-terrorism Training Certificate.
 
     d. OCONUS NATO ASSIGNMENT:  Up-to-date SGLV Form 8286, DD Form 93, PERSTEMPO, Anti-terrorism Training Certificate, and NATO Travel Orders.
