US Rep. Bill Foster on Government Strategies for AI Safety

U.S. Rep. Bill Foster, Illinois, 11th Congressional District

Artificial intelligence is probably the most powerful technology since the digital integrated circuit, and its full power is not yet known, said Rep, Bill Foster, D-Ill. As the use – and misuse – of this technology grows, Foster advocated for government intervention to ensure AI benefits society.

A top concern is the rise of AI-generated deepfakes, which pose severe security risks. But creating a government-backed credentialing system that combines biometric identification, modern cellphone cryptography and government-issued IDs can create a solid defense. Then, he said, you have a way of proving you are a “single, legally traceable human being in an interaction on the internet and not an AI-generated deepfake.”

“The challenge to government and society is to make sure that when AIs become powerful, they are on your side,” Foster said. “There are persons or entities that produce AI, who have lots of opportunities to abuse the tremendous amount of trust that we’re going to have to place in that AI.”

In this video interview with Information Security Media Group at ISMG’s North America Midwest Summit, Foster also discussed:

  • The role of the U.S. government and the AI Task Force in ensuring AI aligns with public interests;
  • The need for robust verification systems to combat AI-generated impersonations;
  • The potential of AI to democratize access to expertise, leveling the playing field.

Foster is a scientist, businessman and Democratic member of the United States House of Representatives, serving Illinois’ 11th Congressional District since 2013. Previously, he worked as a high-energy physicist and particle accelerator designer at Fermi National Accelerator Laboratory.
